After payment, the status is still `Processing submission` cannot be submitted

I have payed the application fee through VISA.
Only a transcation record was shown and I printed that.

However the status is still `Processing submission`.
Meanwhile, this application cannot be submitted or operated
I dont know what happen.
Does this mean, my application has been under processing?
or my payment failed to be confirmed by CIC?

What can I do with my application?
How about my charged money_?
The conference will be hold soon.
There is not enough time for me.

Processing submission means exactly that.... that the application was submitted and that it is being processed, this is the prestage to "under process".

Thank you very much for replying.

However, the fact is that.
My application has not ye been submitted....
and I did have payed the fee and receive a transaction record...
After that I didn't return to the CIC page
And when I logged in my CIC account again, there was no `proceed` button and I could not submit my application.
Never did I receive any confirmation email.
It seemed that, after you payed the fee, you only could submit your application through the link after payment
And, now my application is not confirmed yet, although I have payed my fee....

I need help... I submitted visitor visa online for my parents from usa and after payment it still shows processing submission for almost 2 days now. What should I do? Please help me.
