It is possible to get refused, after getting any sort of permit. It depends on your application. If you share what is exactly bothering you, maybe we can help.

I'm on my open work permit right now I just applied my pr last June and my application still on process...yah! That's my question totally if there's any case that somebody has a OPEN WORK PERMIT holder get refusal

Alright. Yes, people on open work permits have had their PR applications fail.

Agreed, the question is not clear. Yes, applicants can be refused regardless of what type of work permit they hold. No, they were not refused as a consequence of holding an open work permit.
