After getting Visa, is it ok to withdraw the funds from account ?

I received my visa recently. Can i withdraw the funds shown in bank statement now ?

i showed around 26k USD......i was thinking about withdrawing now.....but some random guy told me that u have to maintain the account till the time u land.....i was surprised at it...so thats y i posted this question here..... :-\
