How much did you pay when you sent your application ? if you paid 1040 (for one spouse, no children), then you're fine. the "right of permanent residence fee" (RPRF) can either be paid up-front (with the rest of the fees, making it 1040 total), or when the PR visa is about to be issued.
So if you have paid 1040, then you're fine. Once you get the visa, you land in Canada, and about 2 months later, you will receive your PR card in the mail (and in the meantime you can use the confirmation of PR stamped by the border officer as a proof).
If you have not paid the RPRF at the beginning, then before the visa is issued, you will be asked to pay it ( it delays a little your file), and then the visa is issued. THen - the same! you land, and you get the PR card a little later.
Hope it clarifies!
Good luck,
Sweden
