Does the expected CIC email requesting Passport after DM alert in ECAS exceed 2 weeks ? I thought it's only 8 days !!!

My husband has been waiting since August 10th, DM. His bfd is September 15. Hoping they would have sent ppr after a week. Now seriously hoping an agent picks up the file anyday now, not on bfd date.
