1- it is depend on your residency once you get the csq and what office written on it if your office was Amman or Beirut so it will be transferred to Bucharest
2- if you have valid legal residency for 1 year in any country you can apply for file transfer to Canadian office where you are living or to the country of your nationality if it is different
3- 63 points if you are married
4-the spouse can give you up to 16 points. they will re evaluate your file based on your points + spouse (age- education -French knowledge- Spouse Area of Training- adaptability )
5- yes if you did not get enough point they will reject the application but this rare because I think your wife age is below 50 and she is educated

Thanks for speedy reply, on a side note my sis applied for visitor visa in Amman through VAC on March 10, she received passport request by email on April 1, she sent passports on April 3, 2015 and received visas on April 21 , so the whole process took about 45 days which is very slow considering it's only a visitor visa.

VAC has nothing to do with that the delay from embassy itself. but you can consider that your sister's application divided to 2 levels. study visa request from 10/3 to 1/4 (20days) and passport submission for visa stamp from (1/4 to 21/4) around 20 days also . normally in other Schengen embassy the complete application will not more than 10 to 20 days even they use VFS service also !

yes I signed them but it is not a big deal if you sign them or not .because I asked a Jordanian friend who got it with out signing his kids passports
