If one of the copies says its for the visa office, then i think it has to be sent to the VO.
Can you let me know how did you receive it, is it an email or regular mail? and from who?

Dear acoustica
I suggest to send email directly to Bucharest visa office or amman visa office asking if they need a copy or not
bit in my opinion if they stamped your passport then they do not need it other wise they should request the paper before passport stamping and normally they send complete instructions along with the CSQ
