You can apply for anything you want but for some government jobs, priority will be given to citizens. It's not very easy to get a government job in Canada. Since it is considered secure employment with good benefits, you will have a lot of competition.

i see thanks so much. mhm .. even i qualified its hard ? once i become a pr i guess they will supply me 3 years to be with my Wife. i guess might be able to try after that years

I'm not sure what you mean by "supply me 3 years". Once you are a PR, that is permanent, as long as you continue to meet the residency obligation (living in Canada at least 2 years out of every 5).

Many federal government jobs require citizenship (although it always says PRs are eligible, in reality citizens are given priority from what I've been told), and also knowledge of both official languages (English and French).

I think it's fair to say most government jobs at any level of government also require good English writing ability.
