who does CIC mail them to? The sponsor or principle applicant?when do they usually send them back? My wife just got her PR visa back from Beijing

Just reread your response. Seems like the sponsor gets them mailed back. Do you happen to know how long it takes?

Generally it depends on the visa office. I received nothing back. I would send a message to your VO and specifically request your evidence to be returned.

We also got almost nothing back, from the London visa office.

I was processed by London. No, I did NOT get anything back, but then the instructions I read made it clear that stuff like photos would not be returned.
