After the application is delivered, what will happen next ? and how long should i wait for their next step ? Please note i didn't send my police clearance yet..

The next step is after a couple of months your application will be reviewed by the CIO to make sure you've filled all the forms and sent all the required documents. After that your credit card or bank draft will be charged. Then, another person (maybe the same one, who knows) will check that you actually fulfill the eligibility requirements. If you do, then you'll receive an e-mail notifying you of your UCI number which you'll use to check your application on eCAS, and that your application has been forwarded to your local visa office.

You don't have to submit you police clearance from the beginning, if you don't want to. The visa office will ask for it later on!
