I didn't mail professors. I mailed this query to ece-inquiries at lists dot umanitoba dot ca and I got this reply :-

BEFORE formally applying to the graduate program, you MUST obtain a tentative acceptance from a professor in our department, regardless of which degree you’re applying for, otherwise the chances are very slim that anyone will read your admissions application.

o Please send professors “Statement of Intent of Research” (in the professor’s area of research), “CV” (include publications), and copies of all university level transcripts regardless of whether you received a degree.
§ Please narrow your research area. If you write too much general information about engineering the professor will not know what area of engineering you’re interested in and dismiss your request to join his/her research group
o If you do not hear back from a professor in about 5-6 weeks, it usually means they are not interested in your application at this time – please try another professor
§ Your background may not fit in the professor’s research area
§ The professor may not be able to accept additional students at this time.
o NOTE: If you do not obtain a professor your admissions paperwork may not be evaluated

o Our Pre-Master’s program is for students with good GPAs coming in from other disciplines or from three year B.Sc. programs in engineering. This program is NOT for students with low GPAs to bring their GPA up to a 3.5.
o Minimum GPA 3.5 using a 4.5 GPA scale is recommended (also info as to how to calculate GPA may be found on our Admissions site).
§ We WILL NOT calculate your GPA until you’ve received tentative acceptance from a professor.
§ The request to calculate GPA must come from the professor – PLEASE DO NOT call us to calculate your GPA
o Graduate Advisors WILL NOT look for a professor for you – you must contact professors yourself and explain your research.
o FUNDING: You must discuss funding or financial support directly with the professor who gives you tentative acceptance into the graduate program.
o START DATES: You must discuss your start date directly with the professor who gives you tentative acceptance into the graduate program.
o CVs, transcripts, et. al. sent to a graduate advisor or the inquiry emails will be destroyed upon receipt. We do not accept unsolicited documents.
o Course information must meet the requirements of the professor and his/her research group
· Do not send transcripts or links to your CVs unless you're asked to do so. We will discard unsolicited attachments.
· Do not phone us, we cannot return non-local phone calls -- contact us by EMAIL only at (some link)·
Do not saturate us with the same emails or send us emails daily. We will consider this harassment and block you.
