My CRC is 407, missed 50 points by IELTS writing 6.5. Should I expect invite from Ontario? Resitting may help but there are no dates anytime soon near my test center. NOC 2171
 
ON recently sent invites to candidates with CRS 430-440, so realistically, no you shouldn't expect an invite.

As per latest invite: Ontario stated they will issues invites to those who has min score of 400. What does this mean?

Please be advised that the OINP has commenced issuing NOIs under the HCP stream.

The results of yesterday’s round are as follows:

Number of invitations issued: 511
Date and time of portal search: February 26, 2018 at 2:00PM EST
CRS score range: 441-433
Date Express Entry profile submitted: January 1, 2018 to February 22, 2018

The OINP is managing the volume of applications to the HCP stream at this time. The OINP will be issuing NOIs on a regular basis to applicants, who at minimum, have a CRS of 400 and meet all eligibility criteria.
 
A minimum requirement doesn't mean anything if you look at the actual CRS score range they sent invites to.
Would you sit, do nothing and hope for an invite that may or may not arrive, or rather work on something you can actually improve to increase your chance of getting an ITA?

Resitting is definitely an option and I can certainly do. Like I said there are no test date for next three months. You know things are changing too rapid and we can't really predict what is going to happen. Meanwhile, I am confused by their statement on the candidates who at minimum of 400. If they are not going to issue invites and specify a score range, why do they even want to mention? I'm sure you might be following their news and they never wrote such disclaimers anywhere in 2017 except Jun 28, 2017 where they want to lower further to invite more people.
 
It doesn't matter what they do or not do. Whether or not you could get an invite is completely out of you control. why bother?
If you do end up getting an invite, that's great. But If I were you, I'd just focus on what I CAN do.

Dude even iam struggling to get 7 in writing already appeared for IELTS 3 times . In all sections iam scoring 8 only in writing it is consistant 6.5 . Don't know the reason for not scoring 7 , iam tried all strategies but none worked.

Try to request a remark

If it is only Writing section you are missing the 50 adaptability points by, don't wait for 3 months for another test. Just go for remarking. IELTS examiners will re-examine the section you asked remarking for. If they do find that your score is different from what they had scored in the first place, then you get your money back.

there is a conspiracy (IELTS purposefully doing, i am not sure) and depends on exam location the scoring matters maybe.

Thanks, I requested for re-evaluation and waiting on result, I was told they need 6-8 weeks i'm afraid in some case they are taking 10-13 weeks. If that's the case i may want to resit.
