Please give your advice about this situation.
My friend will go to Canada soon as PR. She has a boyfriend and of course he wants to visit her if he has a chance (work off). He is planning to apply for a tourist visa before she leaves for Canada (or few months after she left).
He is working overseas (middle east), has a savings (more than enough to cover his trip), worked in Africa before, but haven't traveled as tourist.
Since she cannot invite him yet because she will just start her life in Canada, her bestfriend (or bestfriend's husband) who is already citizen is willing to help them. They are willing to invite him to come to Canada as visitor. Problem is they are not related and haven't met each other in person (bestfriend and boyfriend).
Question is, what is his chances of getting a tourist visa? Any other preparation or documents that he needs to prepare to be able to get better chances? Would it be better for him to apply without letter of invitation? Like as if he's a tourist on his own?
