In this unique case, it appears that NOA & T4 may supplement the $12k requirement.

That is what I thought. But why would you enter your funds and all your info into your Express Entry profile and then have them say you are "FSW Eligible" when you are not? That doesn't make sense. Something else must be happening. Will find out tonight and update.

It would go something like this:
CIC Officer: "What are your available funds?"
Me: "$2,000"
CIC Officer: "Okay, your profile qualifies for FSW. Here is your ITA."
Me: "Yay!"
CIC Officer: "Okay, we are going to need your PoF of at least $12k."
Me: "I don't have $12k."
CIC Officer: "Oh, well you don't qualify for FSW then."
Me: "What?"

There must be a reason that PoF under $12k did not disqualify the profile from FSW.

Guys I am a Graphic Designer with 3.5 years experience.
I have done my BFA - fine arts ( 4 years course)
I have not worked or studied in Canada.
I have not taken my IELTS yet but I think I can crack it. My English is good.
I come under NOC B.
I am not married and am 27 years old.

Now the question is do I qualify for express entry FSW,

I gave my profile to an agent for assessment they charged me 500 INR for it and said I qualify but the CIC website says otherwise. I am confused. I don't want to get my hands dirty paying for ILTS and ECA if I don't even qualify.

It because FSW is like if you have 67 point or more(old system but still applies) you get eligible, and they will send you ITA. Later to get your application approved you need POF. Up to you if you want to believe but I am certain of it.

P.S. You have to submit T4, NOA (mandatory) and paystubs(as supporting doc) instead of POF in CEC application, you don't need POF as you are already surviving in Canada from minimum past 1 year (as 1 year Work ex. is required for to get eligible under CEC), so providing POF doesn't make no sense.

You definitely understand the process and I agree with what you say. If that's the case then we will keep getting an FSW invite with no way to make her FSW ineligible. PoF is already entered very low so I doubt entering $0 will make her FSW ineligible. So she will be stuck in an infinite loop of getting an FSW ITA and never have the minimum PoF to get her PR. If this is all true then we will have to wait for a CEC invite only. Maybe they will offer her the CEC PoF requirements instead since she qualifies for CEC. Most recent NoA will also be $0 because she was in school in 2013 and we haven't received our NoA yet for the 2014 tax year when she worked. She has her T4 though. PoF is making this very difficult...

CEC doesn't need to be in Canada always. People leave Canada and can apply from outside like me now.
