In this unique case, it appears that NOA & T4 may supplement the $12k requirement.
It would go something like this:
CIC Officer: "What are your available funds?"
Me: "$2,000"
CIC Officer: "Okay, your profile qualifies for FSW. Here is your ITA."
Me: "Yay!"
CIC Officer: "Okay, we are going to need your PoF of at least $12k."
Me: "I don't have $12k."
CIC Officer: "Oh, well you don't qualify for FSW then."
Me: "What?"
There must be a reason that PoF under $12k did not disqualify the profile from FSW.

That is what I thought. But why would you enter your funds and all your info into your Express Entry profile and then have them say you are "FSW Eligible" when you are not? That doesn't make sense.
