I do not have any personal experience of trying for a job via consultants in Canada. But what I have heard and know is that they charge you a lot of money, and the risk as you mentioned in your post - there is no job guarantee. Also, in case you get a job, your employer would be the job consultant and not the actual company you will be working for. You will be on
secondment from the consultant to the company (automobile dealers), which means the job consultant will invoice the automobile dealer every month and will take their cut and then pay you the balance. The cut that the job consultant can take can vary anywhere from 30%-50%. This loss of 30%-50% is a lot of money which you could have got for yourself if you landed in Canada on your own and tried for a job without a consultant.
Given a choice, I would definitely invest the money for a PR application rather than go through a job consultant.
