I just graduated with a bachelors of science degree from the US and is a native from Trinidad and Tobago. Am very much interested in continuing my studies and was thinking of doing so in Canada. Here is the problem, I do not have readily available cash to do so, and was wondering if I would be allowed to apply for a work permit as well as a student permit so that I can work and pay y way through school. Is that possible at all?

No, you need to show the first year tuition and $10K in living expenses, plus about $2K for travel, you don't have the funds, you won't get the study permit.

Second that. But I have seen it happen before, its not impossible to pay work to pay your tuition and living expenses but it is extremely difficult. Because as an international student, your tuition will be 3x the regular. And tuition always goes up, never down
 
It is true that unless you have a full scholarship paying for your education + living cost - it is almost impossible to get a study permit from Canada.

But if you could 'somehow' get the permit and come to Canada, you can work.
Was not there a new rule coming that will let students work off campus?
