Advice Needed !!

Dear Forum members:
Before I start asking questions, I want to say thank you first, for the time and efforts you put in to provide assistant for each other.

This topic is intended to seek advice for an temporary visitor visa application.

Goal: is to let my mom come to Canada, stay for 3 month, and back to home.

1. My status:
*came to Canada in 2007, currently Permanent Resident in Canada
*have a stable job, single, making more than enough to support myself, and my mom to visit me for 3 month in this case.

2. Mom's status:
*Divorced, Single.
*Retired, renting, lives on pension. Currently lives in China.
*Applied visitor visa 3 times back to back in 2008, all denied, due to insufficient fund/ not enough tie with homeland( let's just say this lady has
a spirit not to quit)

I am trying to apply for mom, for a visitor visa.

Question:
1. should I apply for a supper visa or just a regular visitor visa?(I know the difference, just don't know which one has better success rate)
Reason i ask is because, rumor has it: when apply for supper visa, CIC will focus on my side of the information instead of her side with a regular
visitor visa. i want to show the officer that my financial situation is capable of supporting mom's visit. but if her being the applicant, her finance
might not be as strong as mine.

2. Because mom doesn't speak English, either way, I will have to apply for her, should I be her representative(fill out the proper form)?
or should i just pretend to be her, apply on line?
or should i be the main applicant?

Overall, mom has sacrificed a lot in order for me to come to Canada, for that, i am forever grateful. now that i am PR in Canada, this is the least i can do for her. and by all means, i am not trying to cheat the system, i have enough for mom to stay here. it's the matter of presentation, because with her situation, i feel like i got only one shot at this, so i hope i am well prepared before making a move.

any advice is appreciate. Thanks again in advance for your time and effort.
