I messed up.
I got my ITA for EE about two months ago. Since then, I have been preparing to get my documents in order to be able to apply. The good news is, I have almost everything ready (well, apart from the FBI Identity Check, but I sent my request for that before I was even issued my ITA, and they still haven't processed it, so that's out of my hands, and I can ask for an extension there via a letter of explanation).
However, I messed up on one very important thing: my Indian police report. I have lived in India for a continuous, unbroken six month period since turning 18 once, about six years ago, but that does mean that a PCC is needed. Unfortunately, due to my own carelessness, I did not bother to even initiate the process to get mine until this past Tuesday, January 4.
The problem- I won't have it for another 5-7 working days, and unfortunately, my application deadline is January 13.
And now I have a unique problem, and I don't know what to do about it:
1. I can send in my application as is without the Indian PCC, and attach a letter of explanation to try and cover for its absence, as well as proof that I did try to procure it before the application was sent in
1.1. If I do this, can I also send in the police report at a later date, once I have received it from the authorities? How would I do so?
2. I can decline this ITA, and wait for the next round of cutoffs before I apply. My score is high enough that I feel reasonably confident that I will get an ITA whenever there is a draw again
2.1. That said, if I decline an ITA, as long as my CRS is over the cutoff for a future draw, I will get an ITA, right? There is no catch there?
2.2. Will there be any more draws? This is probably an irrational fear, but it's my biggest concern regardless
