I messed up.

I got my ITA for EE about two months ago. Since then, I have been preparing to get my documents in order to be able to apply. The good news is, I have almost everything ready (well, apart from the FBI Identity Check, but I sent my request for that before I was even issued my ITA, and they still haven't processed it, so that's out of my hands, and I can ask for an extension there via a letter of explanation).

However, I messed up on one very important thing: my Indian police report. I have lived in India for a continuous, unbroken six month period since turning 18 once, about six years ago, but that does mean that a PCC is needed. Unfortunately, due to my own carelessness, I did not bother to even initiate the process to get mine until this past Tuesday, January 4.

The problem- I won't have it for another 5-7 working days, and unfortunately, my application deadline is January 13.

And now I have a unique problem, and I don't know what to do about it:

1. I can send in my application as is without the Indian PCC, and attach a letter of explanation to try and cover for its absence, as well as proof that I did try to procure it before the application was sent in
1.1. If I do this, can I also send in the police report at a later date, once I have received it from the authorities? How would I do so?

2. I can decline this ITA, and wait for the next round of cutoffs before I apply. My score is high enough that I feel reasonably confident that I will get an ITA whenever there is a draw again
2.1. That said, if I decline an ITA, as long as my CRS is over the cutoff for a future draw, I will get an ITA, right? There is no catch there?
2.2. Will there be any more draws? This is probably an irrational fear, but it's my biggest concern regardless

Please let me know, anyone. I know I really messed up, but I would like to fix this however I can.

If you are confident enough that you can get ITA again, then you can decline this one and re-apply.
This ll give you 2 more month to collect all your documents.

I have seen from other posts that CIC is very strict about PCC. its better not to take risk.

If you submit your application right now as it is - you will be missing both Police Certificates which is not a good thing at all, for whatever reason.

So I second Cjs. You should decline your ITA now and get your Police Certificates and then apply again.

There are going to be draws. It may be delayed at the most but since you mentioned your score is high you will hopefully get the ITA again. It is better to send in a strong application rather than a weak one with lots of explanations.

Tricky route. Like the others, I believe you're better off waiting for the next draw. If you do decide to go down this path, you can submit it through a CSE.
2. I can decline this ITA, and wait for the next round of cutoffs before I apply. My score is high enough that I feel reasonably confident that I will get an ITA whenever there is a draw again

That's correct. No catch.
2.2. Will there be any more draws? This is probably an irrational fear, but it's my biggest concern regardless
I'm pretty sure there will be more draws. I'm assuming at least one more in January. The EE system is here to stay, at least for a while as there have been no announcements to suggest otherwise.

Please let me know, anyone. I know I really messed up, but I would like to fix this however I can.

Okay here is my 2 cents, this is purely my thoughts and it should be upto you to decide your course of action.

First, let me tell you my story. I applier for PR on 11-Dec and got the AOR the same day. 2 days later I found out that I attached my PCC in place for my spouse PCC, meaning I attached my PCC twice, one for my placeholder and one for her's.

As soon as I found out I raised a CSE saying that I missed to attach the correct document and the explanation was detailed and polite. 9 days later I got an email from CIC saying that the file sent via CSE is added to my application.

Now I don't know whether the VO processing my file will reject the application, but even if they do I have the CIC reply to fight back and reopen the application.

I assume you might have PCC from more than one country, so attach the PCC of country 1 twice. The proper place for PCC country 1 and in the place for India PCC. Once you get the India PCC, send a CSE saying you uploaded the wrong file by mistake and hope they add your's too.

The Catch: My spouse PCC had the date before I submitted the application, so it was an honest mistake. In your case if your PCC date is after the application submission date, they could refuse you if they find out about this.

This is tricky, but I just thought I could share.

Thank you, guys.
It sounds like the most sensible course of action here is to decline this ITA, and just wait for a new one, and apply with a complete profile then.
It's a shame, but this ultimately is my fault, so I'm gonna have to deal with it.
Thanks again, everyone! :)

Hi, I would suggest you to not go by @shankargv's advice for the simple reason that you will not be able to prove that it was an unintentional mistake, as rightly pointed out by @shankargv himself.

Better to decline as you have enough points to be selected in the next draw anyways.

Alright guys, I'm going to go ahead and decline this, then. Technically I have 5 days left to turn in my application, but considering the sheer unlikelihood of my PCC turning up by then, as well as the general bugginess of the CIC website, which may prevent me from declining the ITA later, and sabotage my profile, it's best to get it out of the way now.
At least this way, I'll be immediately eligible for the next cutoff, whenever it is. Maybe tonight...

I will be declining my ITA for personal reasons. I believe you are a Ontario PNP applicant, do tell how it goes for you after declining the ITA.
