Pros:
Paying it upfront removes the delay where they pause processing mid-way until you pay it.

Cons: You need to have that extra cash readily available when submitting application.
If your application is rejected, you'll need to wait for some time before you receive the refund back. Basic bank processing time though...

Bottom line, if you're confident about your application and you know your application is spot-on, just pay it up front...

Pay it upfront to avoid any delay. They will ask you to pay it during the processing the application which might delay the processing time.
