Having an affair is a personal matter and usually not a reason for deportation under Canadian immigration rules. People are deported if they do crimes, break immigration laws, or lie on their immigration papers.
But, if the husband has proof that the wife lied on her PR application or married him just for immigration purposes, he can report it to immigration officials. Immigration, Refugees, and Citizenship Canada (IRCC) or the Canada Border Services Agency (CBSA) will look into it. If they find out she lied, they may refuse her PR or even deport her in serious cases.
If the affair has nothing to do with immigration fraud, it likely won’t lead to deportation.

If the wife is working in Canada and they have been separated for a year or more, also possible she has filed for divorce in Canada and no longer has any obligation to include her husband in the application. We don't have enough information to know this level of detail.

There is no rule on adultery for immigration. Canada doesn't care if one has an affair.

If you are asking about deporting the wife FROM the Philippines, then check immigration law there.

Let it go

It’s Canada . Having an affair isn’t against the law in this country . If it was , the courts would be in far more of a mess than they are .

“Adultery is not a crime in Canada. It has never been defined as a criminal offence within the Criminal Code, which was enacted in 1892, nor is it considered an offence at common law”

Let it go
