Don't lose hope on this. Please contact the NDVO right away with the additional supporting documentation and ask them to please reconsider. . It is really strange that they didn't accept the Court Marriage Certificate. I think the lack of wedding photographs and only a few people attending may have red flagged your case. The absence of both parents from the girls and guys side at such an important occasion is also a red flag. Your intentions might have been good but the lack of guests and elders at an indian ceremony does not happen too often. But the fact is that you did get married per Hindu rites and now you have the certificate from your temple to prove the wedding ceremony.
It might be worth while getting an affidavit from your sister and lawyer stating they were present and witnessed the ceremonies as well.
