Just wanna know what is the best way for my niece's to come to canada, they are 12 and 13.

Are they orphans? Are both parents deceased?

No, parent are not legally separated, father left them when they're so young without child support. Mother was working overseas to support her daughters. My niece's live in Philippines with my brother's guardian. I just want them here for good.

There are really two options right now:

1) Their mother applies to immigrate to Canada and includes them in her application.
2) They come to Canada temporarily on study permits. Note that public school tuition will run around $14K per year per child.
