As a permanent resident, am I allowed to adopt my niece in order to sponsor her? My brother has been dealing with severe permanent health issues and has been hospitalized for an extended period of time. My ex-sister-in-law isn't financially able to support her and has entrusted her custody to her maternal grandmother, who is not financially stable either.
 
No. Parents are alive and being financially unstable is not a reason she cannot care for her. Even father’s health issues are not a reason. You can support the child financially if you choose without adoption. How long have you even cared for and lived with the child? Do you have a parental relationship with her now? She is not even in your custody. This is considered an adoption of convenience by IRCC.

She can apply for a study permit to study in Canada. If not in post secondary, she pays international fees. Contact your school board and see about fees. Estimate around $25k per year for tuition and living expenses.

Yes, you will be required to pay approximately $15k annually for her to attend school.

Parents will have to show level of financial support. So they need to show cash in the bank. Your funds can be included but IRCC doesn’t need to consider your funds. You are not considered an immediate nor extended family member. IRCC will want to see that future years can be paid too.

Talk to your school board or private school about admissions and tuition fees. Tuition will have to be paid upfront before applying for a study permit. In addition to fees, need to show about $10k per year in living expenses even if living with you. She cannot work while a student in high school.

As an example, Toronto school board’s tuition is $17k. She also needs health insurance because she is not covered through provincial health care.

Unless you are in the position to afford paying for the extra tuition costs and costs associated with being an international student over an above your current living costs (including savings and retirement savings) then it doesn’t make sense to pay for high school in Canada. Pay for good education and living costs wherever your niece is located and sponsor her post secondary education. Depending on immigration programs in the future that will give her a much better path to remaining in Canada while attending high school does not. She may not even be able to secure a study permit given her ties to Canada and her family’s inability to support her financially.
