Someone advised me to go for PG diploma in colleges,i searched but there are very few PG certificatea in colleges.most of them are advanced diploma which doesnt seem to be a PG course.
I achieved IELTS band 7 two yrs ago,but i will try to take another ielts.

You need not loose hope it depends on the country you are coming from. Each university has its own grade conversion, assuming you are an international student you can refer university websites for their grade conversions.
Regarding your chances of acceptance i would say MEng you will have some chances. If budget is not a constraint you can look at Dalhousie university, Ryerson University, Carleton University. They are a little lenient with their evaluation but, prepare yourself for huge fees.
The most important thing in your admission will be your SOP. Since you have work experience, write a good SOP relate your work exp to your masters. You will have to give a genuine reason for your low GPAs and convince the readers that you will perform well. This will increase your chances.
If you are desperate to get into canada(for a PR) and you don't care about the university you will study you can look at universities in Price Edward Island, New Brunswick, Nova Scotia better known as Atlantic Canada.
I am a mechanical engineer my GPA is a little low 59%, i have applied for UoSask, UoRegina, University of New brunswick.
The best advice i would give you is, civil engineering, geo informatics, has good job prospects and to be successful in the job market you have to get a engineers license applicable to mechanical, civil, electrical engineers.
You will get this license on graduating with a masters from any university. Each province has its own license, if you are gonna change your city you will have to obtain the provincial license.
Low GPA will not be a major issue, it all depends on how well you
SELL yourself to the admission committee and convince them. Get a higher IELTS score, considering you got 7 earlier, you must touch least 7.5 you will have a decently strong profile.
