i have scored 46% in my b.com but have a 8 band score in IELTS, will i be considered for admission at a college and student visa to Canada??

It depends on the school. If you are going for Master, then most of public universities have a quite strict GPA demand (75%+). If you are going to Post Graduate Diploma, the requirement may be a little less difficult.
After all, the fact that you get admitted to any program does nothing with your Study Visa application. Visa officer may get concerned about your academic performance. So nothing is guaranteed, You can certainly try your luck.

I would recommend completing further studies in your home country and achieving a higher score in this new program before you apply to come to Canada. 46% is really quite low and makes it look like you're not a serious student.

University admission could be really hard. You should try to get into a PG diploma program in a college. Then put together compelling documentation for Visa(including jobs(if any), certifications(if any), achievements(if any), why you feel you would be able to satisfactorily complete the course, good language scores etc.). You will need to present or improve on things other than your academics.
