I am planning to apply for master's degree programme in Canadian Universities. I have scored 7 bands in IELTS, but I could manage to score only 6 in writing section. My score meets minimum criteria of certain universities. Do I need to take IELTS test again in order to improve the chances ?

Did you really manage to procure a grade of 7?

Don't worry bud, You're much better than some other guys here. Most universities have 6 as their minimum score. You've got a decent score and I'm sure most university would be delighted to consider you.

But if I appear again for ielts and do better in writing, would that increase my chances for Canadian Universities ?

Nah! IELTS is like clear the minimum and that's it.

Invest efforts in writing your SOPs and LORs and GRE/GMAT(if applicable)

Most university set minimum criteria and like harvijay told, english language scores might hav to be only par the limits they set as minimum
It is ur past academics, ur research interests (Dissertation, Scientific Publications) and a strong SOP which can incline the decision in your favour
First of all u need to secure a supervisor for most Master's program at U15 universities. Like your SOP, the communication u initoate with them will eventually influence their decision on whether they wud supervise you. You will have to give a brief covering in your mail, attach your resume, publication list and transcript.
They may ask you about whether you wud b able to arrange adequate funds to cover ur studies in Canada if they are satisfied with your academics. U need to screen out those supervisors who are willing to take in graduate students to focus your efforts on them rather than wasring your time and effort on those who are having their hands full.
