Admission for Low academic and IELTS Score

Hello, My nephew just passed 12th with low percentage also got low IELTS score. Wondering which collage accept low academic and IELTS score. He is open to any province/territories and course. Thanks.

There is zero chance he can secure a study permit.

For IELTS, he must score a minimum of 5.5 in each of the four categories if he wants to attend college. He must score a minimum of 6 in each of the four categories if he wants to attend university. His current IELTS score is far far far too low to be admitted into any program.

His marks are also extremely poor. I would recommend he complete additional studies in his home country and secure much higher grades before applying to come to Canada. Right now he doesn't look like a serious or genuine student.
