Administrative infractions in police record necessary?

The immigration application guide calls for a police certificate from the country that you have lived in the most from age 18. The country where I have lived can issue a statement for 1. criminal record and also if desired 2. administrative infractions (such as parking and speeding tickets).

Is a record of administrative infractions necessary for the application or just the criminal record?
