Hi,

I have an expired PR card and I have not fulfilled the residency obligations. I currently live in Saudi Arabia. I would like to travel to Canada in August 2017 to complete my postgraduate studies.
I have the following questions:

(1) What should I do? Should I renounce my PR status in order to apply for a student visa?

(2) What is the fastest way to renounce the PR status? Is it by filing the application for renouncing the PR status or by filing a PR card renewal application?

My view if you really want to renounce PR then the quickest way would to go the formal renounce application route and not the PR card renewal route. Renouncing PR should be last option considered so how much have you failed Residency by even though have expired card ?

Thanks for your help. In answer to your question, I only stayed six months in Canada between 2008-2013. My PR card expired in Nov 2013 while I was outside Canada.
