I am a dependent child and my mother took our medical exam....they asked my mother for additional medical like sputum smear andPostero-anterior chest x-ray ,but mom had congestive heart failure disease before,which was treated well and at better condition,we also gave our doctor report her current medical condition to panel physician...my question is here
Is Congestive heart failure disease make our process fail?

What have you applied for if you are dependant child (under 22)? Your mother has received PR and is the main applicant. If it is determined that her health is a burden on the healthcare system, she will receive a Procedural Fairness Letter. At that point you want to get a lawyer to help you and state that she is not medically inadmissible. Her healthcare is looked at the long term.

It depends who has sponsored your mother. If your mother has been sponsored by a Canadian spouse / common law partner, then no.

If she has been sponsored through the parent / grandparent sponsorship program, then yes, her condition could lead to the entire application being refused for excessive demand / medical inadmissibility.
