I am Apply for my Spouse to immigrate to Canada , I am Canadian Citizen Myself .

Additional Family Information(IMM 5406) ( Guide Mention That You And Each Family Members 18 Years of age or older Must complete their own copy of this form)
Schedule A - Background Declaration ( IM5669)

What I understood from it , That My Wife has to fill this form , Put her Brothers/sisters name in the Form , But What does it mean Each Family Member

Each Brother/Sister And Also Mother/Father of My Wife , Has to fill the form Separately ?

Each Family Member of MY WIFE , Means Her Brothers/sisters , Mother/Father ?
Because in the Form their Space available to Put Parents/ and Bro/sis information already there , so what is the point of asking each family member has to fill separate form ?
I am confuse in that

Your wife's family members does not need to fill up a separate form each.

I am a principal applicant also and from the guidelines it says that the principal applicant needs to fill up and put infos in this form for her immediate family.

Why? According to the guide, should the principal applicant be approved as permanent resident to Canada and she wants to invite her family members to visit at Canada, the Embassy can use the same form for reference. Second, the form will also be used for further background checks of the applicant.

In Part A the applicant must provide your info (name of spouse, birthday and address), her parents (mother/father- name, birthdate, address)

Part B, contains infos of your children if you have one (dependents- accompanying or non-accompanying) , your wife should fill this part. If no children or dependents , you must sign on the space provided below.

Part C, infos of your wife's siblings (name, birthdate, address) and then she should sign and date in the space provided below that sh'es certifying that all the informations are true and correct.

The supporting document for this form is the marriage and birth certificate and case officer might verify from it. :)

Should she miss submitting this, the Visa office will ask her an answered copy of this form together with the passport.
