I agree with you except for the timeline for the Calgary office. They started processing our file on February 9 and already in late March it was transferred to Calgary. Similar timilene with my friend who applied like myself in November 2013. His file was also transferred to calgary in March.

Calgary CIC batch pulls from Sidney likely have stepped up but there isn't a surge of test takers in Calgary reported across multiple forums...they are still testing applicants that submitted in September 2012. All other things being equal i.e. same resource and first in first out then all that happens is that your bulk of the 18-22 month timeline it appears to take Calgary applicants to oath will see you application hanging out at the Local Office as opposed to Sidney. What do your GCMS notes state as RCMP and FOSS run date? Were these initiated by Calgary or Sidney. If the latter then the risk of expiry is significantly higher.

which office usually issues RQ; Sydney OR the Local office (in my case its Calgary)?
usually at what stage of application they issue RQ? e.g during first three months, after 1 year etc.
you said "Applicants applying from late 2013 will get very few RQ as CIC is trying to eliminate extra work for RQ and rather asking specific documents to support the residency". how authentic this statement is?
