Adding the wife to PR Express

Can some one add wife after getting ITA , Or After sumbission of papers
which is the best option

it was my husband ( it was proxy marriage) and we didnt know it is not considered in Canada so he applied as single ? Is that was correct ??
Now, he wants to add his wife after correction of theirmarriage ?? is it okay and right now before the deadline of submission of his documents .
