We are in the process of adding a newborn to the PR application.but we have a little dilemma. Baby’s PP is delayed due to unknown reasons. So we are thinking about activating current COPRs bcoz those will expire April 15. IRCC already know that I have a new baby and they have her Birth certificate in the system. They never open new placeholders for baby’s documents. Asked us to use the webform to submit multiple documents. But still we couldn’t submit any due to delay of baby’s. Can we activate current COPR n sponsor baby later. Baby is US citizen n can move to Canada with us without visa.

I'm not sure what you're planning on doing now that you received baby's passport, but just in case, I'd say this.
Whatever you do, whatever happens,
DO NOT do your landing before submitting your CoPR and passports back to the embassy and properly declaring your child, and adding him to your CoPR.
You will not be able to sponsor him at a later stage if he's not declared as your child in your "family tree" in their system before you land.
I repeat. You will not be able to sponsor him later if he's not in IRCC system as your child before you land. A specific information session was held for us at the Canadian Embassy regarding this very specific matter. Baby being a US citizen doesn't change anything. Baby cannot
"move" to Canda without a visa. He can be there only as "visitor". If he grows up out of status and caught later, he can face deportation.
When you land, you will be clearly asked by the immigration if
"All the information in your Confirmation of Permanent Residence is true and accurate?" and will be asked to sign it accordingly, therefore acknowledging all the information in the CoPR.
If you sign it without your child in it, it's a form of misrepresentation.
