Adapatability issue - need help / advice

Dear all,
I have calculated and i can get extact 67 points for FSW 2013 moreover my brother-in-law is starying in manitoba and he is MPN but not PR Card holder (will be in next 6 months) so please advice me than can i put my file in may 2013 to wait till his PR card being issued. Or can i show his details as relatives even if he is not PR. What can i do i am little bit confused.
