Ok so this is what happened after a long wait:
They received the application on July 13th 2009. I waited 5 months to call, according to what they say in the CIC website. When I called, there was no application with my name there, so they said they would investigate the issue and contact the post company, they also gave me a client id to track the issue. They also told me to call one month later to check the results of the investigation.
I called one month later. This time they checked my client id and told me that the application was returned to me because of "additional documents requested". However, I never received anything, nor the application, phone call or email. Just that. I asked the agent, "what were those additional documents they requested" and he told me that he didn't have access to that information, that was all he could see in his screen.
I asked him how is it possible that I never received the envelope with their response and he told me that probably it got lost within my local mail company. He told me that next time, I should open a PO BOX in USA or Canada and use that new address as my mailing address, just to make sure they application travels via registered courier and avoid my public national mail company.
Inside that envelope was a bank draft for 1025$. Recovering the bank draft now its almost impossible because the draft was made in Canada where I have my bank account. To be able to get that money back, I need to personally sign some forms so the bank can refund the money. I am not in Canada, so that money is just frozen and can't be used until I decide to travel to Canada and sign those forms.
So I opened a PO BOX in Miami, and I am planning to send the application again.
In my opinion, they might have just lost the envelope inside their offices and told me a month later that they actually returned the package to me, just to avoid the responsibility. I mean, how come they didn't have any information about me in their system the first time I called? Or maybe they really did returned it and it is somewhere around the world.
I'm just sharing my experience here, thought it might help someone. If you have any suggestions I could use the next time I send my app, I would really appreciate it.
