i disagree.
here, the student (daughter) is 24 yrs old.
the mother wants to accompany the daughter to Canada. This is possible; provided all the conditions are satisfied vis-a-vis funds, ties to home country...etc.

Children under 18 travelling without one or both parents or without a legal guardian must provide a notarized authorization for travel signed by both parents or by the parent or legal guardian not travelling. This authorization should be available for presentation at the Canadian Port of Entry.
guidelines doesnt differentiate between family members - be it wife or mother. associated conditions must be satisfied. double check with VFS.
