Accompanying (or non accompanying) Spouse

My wife and I are tourist status in Canada right now and arrived on 17 July 2023.
I applied for status change from Tourist to Student on 24 July 2023. I was refused in first application as I did not submit proof of prerequisite course completion. I am now re-applying with the proof of prerequisite course completion certificate.

In study permit application (which was refused) I declared that I am married (and provided wife's name and date of birth) in the immi5709 application form, BUT I selected that my wife will not be ''Accompanying me." Reason is that she is already inside Canada with me on tourist status.
In my reapplication I would like to add that my wife will be "Accompanying me" - reason is that she would like to apply for a work permit at POE, AFTER my study permit is issued.
Will this be an issue given the fact that I selected NON ACCOMPANYING in first application and I am changing this in the second application?

I notice that when I select "Accompanying Me," an additional document for upload shows up - which would be where I need to upload my wife's tourist visa document.

Shouldn't be a problem, people change their minds on what their plans are. It is a new application.

Should I need to explain this change in my SOP if we change our mind?

I would prefer to choose "SPOUSE NOT ACCOMPANYING" once again since this is in line with my previous application (which was refused for not having the pre-requiste course completion certificate).
1 month after my student permit is issued, can my SPOUSE go to the border and request an OPEN WORK PERMIT?

Remember I have declared that I am married to her but I have selected NOT ACCOMPANYING (in application which was just refused) and she is inside Canada with me now.
