If a child was declared as an accompanying dependant on parents PR can they travel to sponsor before the applicant arrives?

So can the dependant come to Canada with sponsor while applicant stays behind until able to come to Canada onc3

A dependent cannot land before the Principal Applicant.

Since they get a visa can dependant travel to Canada and then do landing with applicant after
