About to start my Spousal Visa application but Working abroad (Singapore)

Hi!

I am a Filipino and got married with my Canadian husband last May 2016 and I moved back to Singapore for work this month. We want to want to begin our application as soon as possible so I am wondering what is the best option for me.
My contract here in Singapore will end in 7 months though and planning to go back to philippines after that. Is it possible to apply from here? I heard it's much faster if it is processed outside Philippines.

Yes, you can apply while you live in Singapore.

You will likely still be processed out of Manila.

Processing through Singapore usually takes longer than Manila anyway. CIC will decide where to process the application, and will probably choose Manila.

Would you know how they choose which country to process the application?

Also, if they choose Manila, would that be fine if some of the documents are obtained from here in Singapore (e.g. NBI clearance from Phil embassy in Sungapore and medical)?

It's either country of citizenship or country of residence, and most of the time they pick country of citizenship.

Yes. You can do the medical anywhere in the world provided it's done by a panel physician.
