Also you can send in the current FBI check with a note that you've requested a more recent one and are waiting to receive it. We sent in out application (my husband is American) without any FBI check and just a note saying we're waiting for it and will send it when we get it. We then sent it to the Ottawa office where it was received and put with our file.
so you got AOR and SA without sending in the police record?

Haha well it definitely made me stress out waiting for SA! :D I had a note on my sponsorship approval saying 'do the medical asap' but nothing about the FBI check. Once I got approved I sent it in to the Ottawa Office with a cover page listing my File number and both my UCI and the applicants UCI, and our info. I also wrote it all out on the outside of the package, lol. They received it no problem.

The difference is that police record and medicals are needed for the APPLICANT. So they are not technically needed for sponsor approval. They are reviewed when the file is transferred and the applicant's documentation is reviewed.

Option C is for the SPONSOR. It is needed to judge the sponsor's qualifications to sponsor someone. So if they need it, you will not get SA without it.

while i understand that explanation, when our application was held up for a missing document, it was a document for the applicant (additional family info), and the application was considered incomplete until they received it. so it must just be the items that have an expiration date they are ok with getting at a later date.

that missing doc would not prevent SA since it does not apply to the sponsor.

the Option C would prevent SA if CIC is going to be strict about needing it to evaluate the sponsor's qualifications.

But she should be able get her file number from AOR.

are you talking about my missing doc? it sure did delay AOR/SA, as the letter said the application was considered incomplete and if we didn't send it in before the grace period, THE ENTIRE application (both sponsor and applicant) would be sent back to us.

we did not get AOR/SA until 2 weeks AFTER delivery confirmation of the missing form. I think they need ALL IMM forms for the applicant prior to SA, and it sounds like medicals and PCCs are allowed to be sent to the VO later.

Technically they are supposed to review your application on receipt and check for completeness. If they find something missing, they are supposed to return the entire application. However, the actual procedure they follow is wildly inconsistent. For sure they will return the whole application for ANY missing signatures. Everything else seems a bit random. People have gotten applications returned for missing medicals. Others did not. Same goes for documentation. I think part of it is the officer looking at your application.

However, you get SA when the sponsor's application is approved. So you can't expect to send in an Option C after SA when you need the Option C to get the SA (note that some people have gotten SA without the Option C).

i also don't think your husband needs to send his birth certificate. only 1 identity document is needed, and that's his passport.
sorry i'm a bit off topic , but based on the checklist we thought only one document is needed and they give you a list and say this OR that OR something else etc. We only submitted the canadian birth certificate of my husband. was the passport really mandatory? :( i thought one is enough.. i hope they wont return the app.. can we send them the copy now? but we don't have a file number yet, so i'm afraid it will get lost, right? so we need to wait until they email us? ...

edit: i actually checked the checklist again, it says either PR card OR canadian citizenship card OR canadian birth certificate OR canadian passport, it doesn't say AND. ugh, so confusing. so we f**ked it up or not?

it's not recommended to send anything to CIC unless they specifically ask for it. Prior to returning the application, most likely they will send a letter IF they find the application to have any missing documents, so it's best to wait for instructions. like you said, since you don't have a file number or UCI, there's no way CIC will be able to connect it to your application, especially if it hasn't even been opened yet.

The original poster was planning to send both documents initially, and we recommended it wasn't necessary to send both - only 1 of the identity documents - she CHOSE to send the passport. Since it says OR, then most likely you are fine without sending the passsport. They need proof of his identity to do a background check, and i'm sure a birth certificate will allow them to do that. At this point, all you can do is wait until you hear from CIC.
