I went to Canada in September 2016 but had to withdraw from my course and return back to my country due to some health issues..Now, I wanna go back again in April or May and start my studies from September 2017 in a new college, but I don't have an offer letter from a new college and willing to get this once I reach there..So please let me know if I can come back in April or May though I'll start my studies from September and will I be able to get an offer letter after reaching there?

letter of acceptance should be show in the port of entry.
If you do not have this you will not be granted a student permit.

There is a chance that your study permit for your September course has been cancelled if the college reported you for non attendance. So you may need to apply again with a new offer letter in a new study permit application.

Even if your study permit is still valid you will need to inform immigration of your new course/college plus of course you will not be able to work from April/May through September given you are not in education until September.
