however I found no recent news or updates about it.. For example: I need the latest document check list, the details instructions about how he can apply. Any senior member can help me please?

This was 4 years old category, now cosed. You can help your brother throgh Intl. SKILLED worker OID Category. Your brother will get 20 points out of 100.From your supportig papers, these points are very helpful.

thanks a lot for your reply. His NOC was not in the last OID.. OID is based on some specific NOC.. Isn't it?
So now I want to manage a job for him. With a job offer, is there still a family referral category or not?
If yes, I need the document checklist of it..
I really is in a dilemma...

It is called close Relative sponsership, not Family Referral. And this is not ffor Job offer category. But this category is aout to impossible, cause when u will srarch the offer with lot of efforts, SINP will not verify it, they have several excuses for this. Better u srarch matching NOC from the listt o present 21 NOC & prepare Experience Certificate matching that, then go for OID. This is the best option.
