About Quebec permanent worker Selection Certificate processing

According to the official page, the selection certificate processing time varies from country to country, depending on "country or territory where you legally reside". If i have a Montreal job and am living in Montreal, what would be my country/territory where i legally reside? Is it my original country or Canada (Quebec only)?
