Currently, I am preparing documents for permanent residency through my common-law partner. In the past, I lived in a couple of cities, Beijing and NYC after the age of 18. I was in the cities roughly about 5 years each time. I wonder if I need to get Police Certificates from both places. If so, where can I get this? In a consulate?!

Yes, you do need to provide police certificates from both cities. Find the information under the police certificate page on canada.ca how to get police certificate. I hope this is helpful
i would get PCC for Beijing and also for NYC for the 5 years spent there just to avoid any issues with IRCC

If you want to avoid any delays forget the check list and submit certificate for both countries, in my case yesterday I got a letter on my GCKey Account says police Certificate: From each country/state where the residence period has been six months or longer since the age of 18, provide an original police clearance certificatePlease submit a police certificate from (Malta) .
I already submitted police certificate for my country which I live now and were I live most of my life , I just lived in Malta for 9 months and I am not living there now .
