About online application?

My question is, where an online application goes to be considered for visa?

To the visa office at the country from which you're applying obviously.

Yes I applied from London. I FEEL THAT ONLINE APPLICATION ARE CONSIDERED SOMEWHERE ELSE. AS FILE UPDATING TIME BY CIC SHOWS 19.00 BST IT IS NOT official TIME HERE IN UK

I have applied this Monday and got an email on yesterday (9:41PM) and today 10:22 PM saying that your status has been updated but when I log in there was nothing. From timing it is clear that application is not considered in UK but I was wondering why I am getting this email if they have not updated or I am missing something. Please help me bro if you got same kind of massages.

I applied online, thought it would go to London but it apparently went to Vegreville.
