I have a situation regarding my previous jobs. As department of HR is reluctant to give me a employee reference letter.

Can I prepare my job reference letter on company letter head and signed by one of my previous supervisors who also left the company before I left?

a BIG NO you shouldn't because its a kind of forgery of documents

and if CIC or your nominating province find out than you get problems
 
I am in the same situation, my previous employer HR and Manager denied to provide reference letter to me, however I had company letterhead with me so I can sing it through my colleague who is already working in same company.

Please suggest

I have one question ,from CIC /provinces they inquired directly to the company or the respective person that who signed the ref .letter
