About IMM1294E Form - Please Help

Hi All,
I have one query regarding IMM1294E Form section which asks the below question:

b) Have you ever been refused any kind of visa, admission, or been ordered to leave Canada or any other country?

Now I had applied for immigration earlier and got a refusal on immigration. Does it constitute that I have been refused visa to Canada?

I have never applied for any other visa for Canada and have never been refused travel to any other country.

How should I respond to this question?

i believe that your case falls in the category, do tell them the truth, i am sure once you check this option with yes, there is a space to explain your case..... so explain it there best of luck
