Dear friends , Good morning / evening everyone
I am confused a bout ECA step, which is one of the most earlier steps (after IELTS) in immigration process.
I am an Engineer_5 years college_, graduated in 2002. I have to send my Bachelor Certificate and Transcript(list of subjects through 5 years and its final results degrees/grades) to one of ECA organizations ,which (WES) is one of them.

My questions are

1- Are those 2 documents _Bachelor Certificate plus Transcript_ considered as (1 Credential ) or ( 2 Credentials) ?
you have to see this price list http : //learn.utoronto.ca/international-professionals/comparative-education-service-ces/immigration/service-fees please to help me understanding what dose it mean !!!

2- What is the difference between paper application and online application ? and what are the consequences of each ? (briefly please)

3-I will work on getting a license from an engineering association to be a regulated/certified engineer , one of the needed papers to get that license is ECA certification. But here is the trick , they ask for ECA called "General" not ECA for immigration, which is demanded by CIC . I go through both ECA "immigration" and ECA "General" needed documents and discovered that , both are the same. I concluded that , it is all about money , I mean that they makes you pay the same fees twice. am I right ?? correct me if I am wrong, "I hope to be wrong in my conclusion"

sooooo sorry for being talkative, thank you in advance
