I got PR and planning to go in August 2019. I hear it takes about 60 days to get PR card. Incase I leave Canada before the PR card arrives at my relative's place will I be able to enter Canada again before the PR card arrives.
Once the PR card arrives my relative will mail me the card. This is the plan,. Incase I leave Canada before the card arrives, will I be able to enter again before the PR card arrives?
 
Not with a TRV as your TRV is cancelled once you get PR. You could use your COPR to enter via the United States in a private vehicle or on foot at a land border. You could not board an airplane without a PR card.

Yes, you can stay away until the relative sends you the card.

You will not be able to use your COPR to Check-in or board a commercial airline. It's not a travel document.
If you need to fly, and you don't have a valid PR card in your possession, you will need to apply for a PRTD from the local Canadian visa office.
